More than half of the minors held in Israeli prisons in 2025 were placed in solitary confinement at least once, including five boys aged 13 to 14, with the vast majority of the children being Palestinians, Haaretz reported, citing data obtained by two Israeli human rights organisations.

Of 635 minors held in prison, 351 were placed in solitary confinement, usually for seven consecutive days and sometimes for up to two weeks, according to the data obtained through a freedom of information request by the Public Committee Against Torture in Israel and Parents Against Child Detention.

The Israel Prison Service said 92% of the minors placed in isolation had not been sentenced. This included 176 held pending the conclusion of legal proceedings and 115 detained without trial under Shin Bet orders in administrative detention.

The data showed that solitary confinement was imposed 666 times, with 154 minors isolated more than once, including 42 who were placed in isolation between four and eight times.

Titi Carmel, director of Parents Against Child Detention, told Haaretz that the recurring use of solitary confinement was particularly concerning because of its potential harm to children.
