World leaders are gathering in New York during the week of 21 September for the UN General Assembly’s annual high-level session. They will find an organisation trapped in an open-ended institutional crisis. UN diplomacy to halt wars and ease civilian suffering is largely paralysed, while a second year of cost cutting has weakened the organisation’s capacity to respond. The UN is in need of revival.
