The House voted for the third time in two years to quash a rogue effort by Rep. Al Green (D-Texas) to impeach President Trump.

**Why it matters:** As with the last two times, the vote divided House Democrats. Some sided with Green, but others voted "present" or actively helped GOP leadership defeat the effort.

* Green frustrated his Democratic colleagues by forcing the vote without support from party leadership, with one telling Axios the move was "fucked up."
* The Texas Democrat defended his attempts to impeach Trump over killings committed by federal immigration officials, calling it a "life and death" matter.

**Driving the news:** The House voted 232-147for Republican leadership's measure to table — effectively, kill — Green's motion to force a vote on impeaching Trump, with 47 members voting "present."

**Between the lines:** Some Democrats who voted with Green privately sneered before the vote that it was a distraction from party messaging on the House's last in-session week before the midterm.

* Green pushed back by saying the lawmakers who criticized him "don't have the courage to stand up and face me" and challenging them to debate the matter publicly.
